Overview

Winter road maintenance is essential for public safety, but it can occasionally result in damage to roadside mailboxes. This FAQ explains when the Township may repair or reimburse for mailbox damage and how residents can report concerns.

Why do mailboxes sometimes get damaged during snow plowing?

Mailboxes are placed within the public right‑of‑way, which means they can be affected by winter maintenance operations. Heavy, wet snow thrown from plows can exert significant force, and even sturdy mailboxes may be damaged under certain conditions.

When will the Township repair or reimburse for a damaged mailbox?

The Township may repair or reimburse for damage only when a municipal snowplow or winter maintenance vehicle directly strikes the mailbox or post.

To qualify:

  • The mailbox must have been properly installed and in good condition.
  • The damage must be the result of a direct impact, not snow force.

When is the Township not responsible for mailbox damage?

The Township is not responsible for damage caused by:

  • Snow or ice thrown from a plow blade
  • Mailboxes that were loose, deteriorated, or improperly installed
  • Mailboxes placed too close to the roadway
  • Damage caused by private contractors or non‑municipal vehicles

Damage from snow force — even heavy, wet snow — does not qualify for reimbursement.

How do I report mailbox damage?

If you believe your mailbox was struck by a municipal plow:

  1. Contact the Township within 48 hours of discovering the damage. (717-865-3614)
  2. Provide your address, the date and time you noticed the damage, and any photos you may have.
  3. Allow municipal staff to inspect the site.

Prompt reporting helps us investigate effectively.

What happens after I report the damage?

Municipal staff will:

  • Inspect the mailbox and surrounding area
  • Review operator logs, weather conditions, and available evidence
  • Determine whether the damage was caused by a direct impact

You will be notified once a determination is made.

What will the Township repair or reimburse?

If a direct impact is confirmed, the Township will either:

  • Repair the mailbox to a functional standard, or
  • Reimburse up to the cost of a standard, non‑decorative mailbox and post

Custom or decorative mailboxes are not reimbursed beyond the standard amount.

How can I protect my mailbox from winter damage?

Residents can reduce the risk of damage by:

  • Ensuring the mailbox and post are sturdy and well‑maintained
  • Following USPS guidelines for height and setback
  • Adding reflective markers for visibility
  • Considering a swing‑away or cantilevered post in areas with heavy snowfall

How does the Township’s policy compare to PennDOT?

The Township’s policy regarding mailbox damage from snow plowing activities is the same as PennDOT’s policy.
